Basel is a good team, which has experienced players in this type of match as Frei. They have been established in the Champions League for two years, and although their results in the group stage are not entirely good, they are a competitive team. In their last Champions League match, they were humiliated by PAOK, with a 5-1 aggregate in the sum of the two matches.
PSV for its part had a good season. He could not beat the historic Ajax in League, and therefore has to play the previous phase of UCL. They are a team much more seasoned and with more quality than Basel, and therefore I think they will go through the round without problems.
Being the first match at home, victory is mandatory for the Dutch. I think the fee will go down as the match day approaches.
